MARINE SAFETY INFORMATION BULLETIN: COVID 19 - Transportation Worker Identification Credential (TWIC®) Operations

The Coast Guard Assistant Commandant for Prevention Policy has updated Marine Safety Information Bulletin 13-20 – “Transportation Worker Identification Credential (TWIC) Operations – Change 3” to provide updates to TWIC Reader Rule implementation and enforcement.

MARINE SAFETY INFORMATION BULLETIN: NOVEL CORONAVIRUS PRECAUTIONS-UPDATED MARCH 9, 2020

In light of the recent outbreak of the NOVEL WUHAN CORONAVIRUS, Marine Safety Office (MSU) Portland is taking additional steps in order to maintain a proactive posture regarding the virus.  Our Port State Control office will be reaching out to various vessels desiring to hail ports within the Sector Columbia River Captain of the Port zone in order to determine whether or not any of the vessel’s crew members are exhibiting any of the symptoms.

Please refer to the attached MARINE SAFETY INFORMATION BULLETIN which provides details regarding the history of the virus, common symptoms, the current stance of the Coast Guard regarding the virus, as well as useful links in the event you have questions or possibly believe you may have an infected crew member onboard one of your vessels.

** The master of a ship destined for a U.S. port is required to notify the CDC per 42 CFR 71.1, using the Maritime Conveyance Illness or Death Investigation Form, attached.**

2020 LIGHT LISTS RELEASED

2020 Light Lists are available on the USCG Navigation Center’s website at: https://www.navcen.uscg.gov/?pageName=lightLists

Coast Guard Light Lists are a means for communicating aids to navigation information to the maritime public. The last government printed Light Lists were the 2014 editions.

While the Light Lists will no longer be available in government printed form, commercial reproductions may be available for purchase from maritime service providers.

Local Notice to Mariners will continue to advise Light List corrections and NAVCEN will continue to publish a compilation of corrections.

Complete versions of the 2020 Light Lists are updated weekly on the NAVCEN website and mariners should download applicable copies and updates as needed at: https://www.navcen.uscg.gov/?pageName=lightListWeeklyUpdates

LOCAL NOTICE TO MARINERS

All Harbor Safety Committee members are encouraged to subscribe to the “Local Notice to Mariners” email list sent out by the U.S. Coast Guard.

Local Notice to Mariners are issued by each U.S. Coast Guard District to disseminate important information affecting navigational safety within that District. This Notice reports changes and deficiencies in aids to navigation maintained by the Coast Guard, as well as other marine information such as: new charts, channel depths, naval operations, and regattas.

Since temporary information of short duration is not included in the weekly Notice to Mariners, the Local Notice to Mariners may be the only source of such information.
